the culvert that runs under Southall at Heatherfield Way is also overgrown with vegetation and during hard rains it drains poorly and overflows into my yard, 3118 Southall.

Jeff, Southall Road is state-maintained, so entering a report to DOT at https://www.ncdot.gov/contact/report/culvert/ is your best bet for getting it fixed.

Thanks Will. I know Southall is a county road. I send these notices to everyone; city, county(state). Everyone except federal. Still no help on the speeding either. I asked NCSHP and Wake County, along with RPD.

RPD and school buses regularly speed down southall too. Its a fact of life

As far as I can tell, it's flowing OK now. We'll see how it does with the next big rainstorm.
