Pine tree pushing up sidewalk creating a damn causing water to pond up for weeks. Mosquitos are breeding in it.

Going on a year since I first reported issue with gutter and no body has contacted me are anything. It would be nice if the county would at least keep the gutters clear by sweeping on a regular basis. I haven't seen the sweeper but once in a year.
